The Treaty of Versailles was signed a year earlier ending World War One and setting the path for World War Two.  Wall Street was becoming the financial capital of the world and the stock market was beginning the bull market which ultimately lead to Black Thursday in 1929.  Prohibition began in 1920 with the passage of the 18th Amendment.  

This was a hit song in 1919 written by Charles Warfield & Clarence Williams.
